Tuition Refund Policy

Saint Community College Ltd’s refund policy is following the PTA Regulations to establish the college standards on student refunds.

  1. If the institution receives tuition from the student, or a person on behalf of the student, the institution will refund the student, or the person who paid on behalf of the student, the tuition that was paid in relation to the program in which the student is enrolled if:
    1. the institution receives a notice of withdrawal from the student no later than seven days after the effective contract date and before the contract start date
    2. the student does not attend a work experience component and the institution does not provide all of the hours of instruction of the work experience component within 30 days of the contract end date
  2. The institution will refund the tuition for the program and all related fees paid by the student or a person on behalf of the student enrolled in the program if the student is enrolled in the program without having met the admission requirements and did not misrepresent his or her knowledge or skills when applying for admission.
  3. If a student does not attend any of the first 30% of the hours of instruction to be provided during the contract term, the institution may retain up to 50% of the tuition paid under the student enrolment contract unless the program is provided solely through distance education.
  4. Unless the program is provided solely through distance education, if the institution receives a notice of withdrawal from a student:
    1. more than 7 days after the effective contract date and
      • at least 30 days before the contract start date, the institution may retain up to 10% of the tuition due under the student enrolment contract, to a maximum of $1,000
      • less than 30 days before the contract start date, the institution may retain up to 20% of the tuition due under the student enrolment contract, to a maximum of $1,300
    2. after the contract start date and up to and including:
      • 10% of the hours of instruction to be provided during the contract term have been provided, the institution may retain up to 30% of the tuition due under the student enrolment contract
      • and after more than 10% but before 30% of the hours of instruction to be provided during the contract term have been provided, the institution may retain up to 50% of the tuition due under the student enrolment contract
  5. Unless the program is provided solely through distance education, if the institution provides a notice of dismissal to a student and the date the institution delivers the notice to the student is:
    1. equal to or before 10% of the hours of instruction to be provided during the contract term have been provided, the institution may retain up to 30% of the tuition due under the student enrolment contract
    2. after 10% but before 30% of the hours of instruction to be provided during the contract term have been provided, the institution may retain up to 50% of the tuition due under the student enrolment contract
  6. If the institution provides the program solely through distance education and the institution receives a student’s notice of withdrawal or the institution delivers a notice of dismissal to the student and:
    1. the student has completed and received an evaluation of his or her performance for up to 30% of the hours of instruction to be provided during the contract term, the institution may retain up to 30% of the tuition due under the student enrolment contract, or
    2. the student has completed and received an evaluation of his or her performance for more than 30% but less than 50% of the program, the institution may retain up to 50% of the tuition due under the student enrolment contract
  7. The institution will refund fees charged for course materials paid for but not received if the student provides a notice of withdrawal to the institution or the institution provides a notice of dismissal to the student.
  8. Refunds required under this policy will be paid to the student or a person who paid the tuition or fees on behalf of the student, within 30 days:
    1. of the date, the institution receives a student’s notice of withdrawal
    2. of the date, the institution provides a notice of dismissal to the student
    3. of the date that the registrar provides notice to the institution that the institution is not complying with section 1(c) or 2 of this policy, or
    4. after the first 30% of the hours of instruction if section 3 of this policy applies
  9. If an international student delivers a copy of a refusal of a study permit to the institution, the student may be eligible for a full tuition refund, less non-refundable application fee, RSA, plus an administrative fee of $300 charge, or any other consumable fee if applicable, unless:
    1. the international student requests an additional letter of acceptance for the same program that was the subject of the refusal of a study permit, or
    2. the program is provided solely through distance education

Refund Payable Circumstances

Circumstances Refund Amount
Before program start date, institution receives a notice of withdrawal (applies to all students)
  • No later than seven days after student signed the enrolment contract, and
  • Before the program start date.
100% tuition and all related fees, other than application fee. Related fees include: administrative fees, application fees, assessment fees, and fees charged for textbooks or other course materials.
At least 30 days before the later of:

  • The program start date in the most recent Letter of Acceptance (international students)
  • The program start date in the enrolment contract.
Institution may retain up to 10% of tuition, to a maximum of $1,000. Institution must refund fees paid for course materials if not provided to the student.
More than seven days after the student and institution signed the enrolment contract, and Less than 30 days before the later of:

  • The program start date in the most recent Letter of Acceptance (international students)
  • The program start date in the enrolment contract.
Institution may retain up to 20% of tuition, to a maximum of $1,300. Institution must refund fees paid for course materials if not provided to the student.
After program start date, institution provides a notice of dismissal or receives a notice of withdrawal (applies to all students, except those enrolled in a program delivered solely by distance education)
After the program start date, and up to and including 10% of instruction hours have been provided. Institution may retain up to 30% of tuition. Institution must refund fees paid for course materials if not provided to the student.
After the program start date, and after more than 10%, but before 30% of instruction hours, have been provided. Institution may retain up to 50% of tuition. Institution must refund fees paid for course materials if not provided to the student.
Student does not attend program – “no-show” (applies to all students except those enrolled in a program delivered solely by distance education):
Student does not attend the first 30% of the program. Institution may retain up to 50% of the tuition. Institution must refund fees paid for course materials if not provided to the student.
Institution receives a refusal of study permit (applies to international students requiring a study permit):
Before 30% of instruction hours would have been provided, had the student started the program on the later of the following:

  • The program start date in the most recent Letter of Acceptance
  • The program start date in the enrolment contract
  • Student has not requested additional Letter(s) of Acceptance.
100% tuition and all related fees, other than application fee.
After the program start date, student withdraws or is dismissed (applies to students enrolled in a program delivered solely by distance education):
Student completed up to 30% of the program. Institution may retain up to 30% of the tuition. Institution must refund fees paid for course materials if not provided to the student.
Student completed more than 30% but less than 50% of the program (based on evaluation provided to student). Institution may retain up to 50% of the tuition. Institution must refund fees paid for course materials if not provided to the student.
Student enrolled in a program without having met the admission requirements for the program
If the student did not misrepresent the student’s knowledge or skills when applying for admission and the registrar orders the institution to refund tuition and fees. 100% tuition and all related fees, including application fees.
Institution does not provide a work experience
The institution fails to provide the work experience within 30 days of the contract end date, unless the registrar determines the institution was prevented from doing so by circumstances beyond its control. 100% tuition and all related fees, other than application fees.

Institution must pay the tuition or fee refund within 30 days after receiving notice of withdrawal or refusal of study permit; providing a notice of dismissal, or the date on which the first 30% of the hours of instruction are provided (no-show).
